Meeting December 8, 2009

There will be a meeting for all school certifying officials and SAA with your ELR on December 8, 2009 at 9:00am at the Federal Building (Conference Room A & B-Basement). Please try to make arrangements to come, this is a great opportunity to meet in person your ELR and other collegues. We will go over: duties and responsibilities of a school certifying official; latest changes regarding Chapter 33 and VA-Once; the importance of communication (with SAA, ELR and within your institutions); and VA Education Conference 2010.

NEW WEB SITE DEDICATED TO THE POST 9/11 GI Bill

The Iraq and Afghanistan Veterans of America announced to its membership yesterday the launching of new web site dedicated to the Post 9/11 GI Bill. The web site includes a benefits calculator, blog, questions and answers section, and information for schools.

I have not yet had a chance to fully review the web site, so this is not an endorsement, but I thought all should be aware of its existence.

Training Advisory:  Reporting Procedures for School Certifying Officials

Question 1:  Should the cost of supplies or books (including book rentals and book fees) be included on the enrollment certification as charged tuition and/or fees?

Answer 1:  If the costs of supplies and/or books for a course or program of education are included in the actual tuition or mandatory fees charged by the institution, these costs should be included in the total amount of tuition and/or fees reported by the institution. In contrast, the cost of books and/or supplies that a student is required to obtain for a course, and are the responsibility of the student to obtain, should not be included.  The books and supplies stipend is not directly tied to the amount a student must pay for books or supplies.  If the student is eligible to receive the books and supplies stipend, he or she may use the stipend in a manner of his or her choosing.

Question 2:  How should certifying officials provide VA with the full-time measurement for graduate level training?

Answer 2:  At the present time, VA Form 22-1999, Enrollment Certification, and VA-Once do not have a specific field to enter the number of graduate credits that the institution considers to be full-time.  Until the forms are amended, the certifying official should enter in the Remarks section the institution’s full-time measurement for graduate level training for the student’s program of education.  This will allow VA to compute the correct rate of pursuit and entitlement charge.

Question 3:  If a student is enrolled in a course(s) spanning August 1, 2009, and the student is eligible under another educational program prior to August 1, 2009, but has elected to begin receiving benefits under chapter 33 effective August 1, 2009, under which benefit chapter should the certifying official submit the enrollment certification?

Answer 3:  The certifying official should certify the course(s) under chapter 33 so that VA can process the claim under whichever benefit chapter the student is eligible to prior to August 1, 2009, but will also have the proper breakdown of tuition and fees to process the remainder of the enrollment period under chapter 33.

Question 4: How should the certifying official indicate on the enrollment certification that an out-of-state student is being charged the out-of-state rate for tuition and fees?

Answer 4:  If the student is being charged an out-of-state tuition and/or fees rate, the certifying official should enter the words “out-of-state student” in the Remarks section.

Question 5: When submitting enrollment certifications through VA-Once, what information should be entered in the SSN, File Number, and Payee # fields of the Bio Data page for dependents who are using transferred entitlement?

Answer 5:  Enter the student’s social security number in the SSN and File Number fields.  Select “00(Vet)” from the drop down menu in the Payee # field because payee numbers for dependents under chapter 33 are not available yet.
